Lessons from the Waco Tragedy

Nancy Ammerman, one of the experts consulted by the FBI in the aftermath of the Waco, Texas, Branch Davidian disaster, reviews the culture of the both the Bureau of Alcohol, Tobacco and Firearms and the FBI. In her report, Ammerman says the cultures of these agencies made it difficult for them to access and understand role religion was playing, even when advised by religion experts.  Ammerman explores why religion and good advice were ignored, and makes four proposals on how to prevent similar errors in the future.
